체육특기자제도의 현황과 과제: 2010~2024년 주요 정책분석 및 발전 방향

초록

Purpose: This study aims to analyze the policy evolution of the sports elite athlete system, avoid a simple positivistic approach, and conduct an in-depth investigation focused on the actual implementation of the system. Methods: The research methodology included analyzing related prior studies and press releases based on data from the Ministry of Education and the Ministry of Culture, Sports and Tourism, and examining the establishment of the sports elite athlete system and policy performance from 2010 to 2024. Results: The results of the study are as follows. First, although various policies for sports scholarship students are currently in a transitional stage, they have been confirmed as the direction that Korean sports should pursue. In order to successfully establish this system, it is important to create an environment where student athletes can balance their studies and sports. Second, the current special admission process for college sports scholarship students is established autonomously by each university according to the guidelines set by the Korean Council for University Education, thereby strengthening fairness without any particular problems. However, the high school sports scholarship admission system lacks a clear distinction between selection and assignment, and the performance-based selection method overlooks the importance of the right to learn and academic ability. Third, the intention of the student athlete education rights guarantee system has not been clearly communicated to the field, so the conflict between the values of academics and physical education continues. Fourth, the regional sports club policy that replaced the school sports department strengthens cooperation between schools and local communities and provides a sustainable sports environment. However, in order to implement the policy stably, a cooperation system between sports fields and specific implementation strategies must be established. Finally, it is necessary to establish a specialized organization that supports career planning and management throughout the entire life cycle from the student athlete period to retirement. Conclusion: In conclusion, maintain the elite athlete system, it is essential to adjust the policy implementation process in detail to increase field applicability and achieve practical effects. This approach will promote balanced development of student athletes’ academics and physical education and lay the foundation for the sustainable development of Korean sports.
