위험물 공급사슬의 전략적 위험관리체계에 관한 연구

초록
The purpose of this study is to analyze the types of accidents occurring in supply chains of hazardous goods and to suggest a risk management framework for hazardous goods. This study investigates the number, causes and effects of accidents of hazardous goods by each stage of supply chain, transportation modes and the categories of hazardous goods. The data used in this study is collected from FACTS database in 2004 to 2013. In contrast to previous literature focused on particular countries or stages in supply chains, this study approaches the accidents of hazardous goods holistically encompassing all the stages of supply chain. It is shown that the highest proportion of these accidents is from the transportation stage in supply chain and caused by human errors. In terms of categories of hazardous goods, 70% of accidents occurred in the 3rd and 2nd classes. This study suggests a framework for strategic management of hazardous goods by evaluating controllability and impacts of accidents: active-action group with high controllability and serious impacts requires proactive actions to prevent such accidents whereas post-response group with low controllability and serious impacts requires detailed response scenarios and regular drills and training to minimize impact of such accidents by effectively responding to the accidents.
