근대 국제관계와 유럽협조체제: 슈뢰더의 유럽 국제정치 변환론

초록

This article is an effort to address arguably the mostfundamental and foundational research question of InternationalRelations(IR) as a discipline: when and how modernity ininternational relations was formed. This article explores thehistorical origins and nature of the Concert of Europe of 1815, byexamining the debates on Paul W. Schroeder’s transformationthesis. Schroeder argues that the Concert of Europe embodied thetransformation of European international relations from traditionalbalance of power to political equilibrium among great powers andthat this transformation resulted from changes in internationalpolitics, not from changes in economic, military, or domesticpolitical arenas. Through relevant literature of diplomatic andmilitary history, historical sociology, IR studies on sovereignty andmodernity, this article validates Schroeder’s three arguments in thedebates. First, the French Revolution and military revolution of theNapoleonic Wars had limited effects on the Concert of Europe. Second, the period of 1812-13, when traditional balance of powergame was stalled, was critical to the rise of European consensus ona new system of political equilibrium. Third, the Concert of Europewas founded upon a dual hegemony of Britain and Russia, and theintermediate, non-sovereign bodies such as Deutscher Bund.
