초록

Communicative activities in a free and democratic public sphere acquire political influence, that is, communicative power, through the process of forming opinion and will. As a political system that comprehensively plans and manages human life, democracy can be influenced not by the voluntary will of members of society but by the decision of the machine called artificial intelligence, and it can degrade humans into a component of the artificial intelligence society. Such a society can be said to be a society in which artificial intelligence, democracy for artificial intelligence, and democracy dominated by artificial intelligence, that is, ‘a democracy of artificial intelligence’ is implemented. It means that artificial intelligence is highly likely to make not only various decisions but also important decisions, and even malfunction due to the "inevitable defects of artificial intelligence" along with the possibility of manipulating artificial intelligence systems can put human life at risk. To prevent such a situation, ethical artificial intelligence that can minimize the possible risks that artificial intelligence will cause in the democratic public sphere is required.
