A Critical Look at the Claimed Regressivity of the National Pension Service

초록

This paper critically examines the claimed regressivity argument for the National Pension Service(NPS) from three perspectives. First, the size of the uncovered population in the NPS has been greatly reduced over the past 20 years, which has greatly improved the regressivity of old-age income due to the large number of uninsured people. In addition, the introduction of basic pension has significantly offset the disadvantage of low-income people due to the exclusion from the NPS. Second. The redistributive effect of the NPS in reducing the gap in market income is strongly progressive. Arguments for the peverse progressivity of the NPS based on the disparity in net transfers between income groups fail to recognize this point. Third, When comparing the net transfers of all public pensions including the basic pension, by decile, the progressivity is so strong that the low-income group receives more net transfers than the high-income group. In conclusion, the claim of degressivity in the NPS should be completely reexamined.
