88서울올림픽경기대회 관련 남북체육회담에 관한 연구: 제2차 로잔회담을 중심으로

초록
In this study, based on the Second Lausanne Congress on the Sports Conference of North and South Korea regarding the 1988 Seoul Olympic Games, we tried to confirm the convening procedures, policies for the conference, process of negotiation, and so forth. Samaranch, the chairman of IOC, convened the South Korea-North Korea NOC to discuss four matters regarding the 1988 Seoul Olympic Games. South Korea meticulously analyzed the IOC's agenda and confirmed it not to be disadvantageous to the nation before accepting the call. North Korea agreed to convene in order to utilize the conference as means of propaganda to assert joint hosting of the event. South Korea established a basic position that unless North Korea give in to the decisions made by IOC General Assembly and Olympic Charter, it will not consider any concessions whatsoever. North Korea maintained the opinion made in the first conference of joint hosting of the Games and forming an unified team. South Korea retained its basic position while North Korea considered the regional assignment of game events to North Korea, the matter of carrying out the games throughout North and South Korea's regions, and the issue of participation in cultural events as the concept of joint hosting and assessed it as being open to compromise. Here, South Korea conducted prior consultations with Chairman Samaranch to block the assertions of joint hosting of North Korea, forming an unified team, and allocations of certain games events that include the finals.
