초록

University laboratories face rising risks of national core technology leakage and cyber threats, making a quantitative and systematic framework for research security management urgently necessary. The current paper-based inspections are often formalistic and subjective, limiting effective security awareness and response capabilities. We design an electronic research security assessment framework by extracting electronically diagnosable items from two official manuals—the “Research Security Management Guidebook for Researchers” and the “Research Security Field Manual”—and structuring them into functional domains. The proposed framework provides a practical basis for quantifying and periodically managing security levels, while offering policy implications as a potential national R&D research-security evaluation standard.
