정책과정에서 감정의 역할 탐구:네트워크 텍스트 분석을 활용한 감정 측정 도구 제안

This study examines the role of emotions in the policy process and proposes PageRank centrality as a novel tool for objectively measuring emotional intensity. Using the 2008 Bovine Spongiform Encephalopathy (BSE) incident as a case study, the research analyzes the impact of emotions such as fear and anger on policy changes. Specifically, the study collected newspaper articles related to BSE and quantitatively tracked temporal changes in emotions by calculating the PageRank values of emotion-related words. The analysis reveals that during the initial stages of the BSE incident, fear surged as the public became increasingly aware of the risks posed by the disease. However, inadequate government responses and poor communication transformed this fear into widespread anger. The findings underscore how fear and anger evolved differently over time, each playing a distinct role in driving the policy decision-making process. This highlights that emotions are not merely personal experiences but also act as significant factors within broader social and political contexts. By introducing PageRank centrality as a method for quantifying emotions, this study offers a powerful tool for understanding the complex causal relationships underpinning policy changes. The findings not only shed light on the dynamic interplay of emotions in shaping public demand and policy responses, but also pave the way for future research to explore emotions as critical variables in policy studies. This research broadens the scope of policy analysis, establishing a foundation for a deeper understanding of how emotions influence the policy decision-making process.
