Does the Introduction of Free Learning Semester Policy Increase Teachers’ Workload?

Although the successful implementation of a new education policy requires teachers’ collaboration and dedication, such new education policies more often than not tend to increase the workload of teachers, which results in the failure of policy implementation. To investigate whether the new educational policy increase teachers’ workload or not, Free Learning Semester Policy(FLSP), which was started in 2013, is selected. A on-line survey was administerd to FLSP-adopting school teachers and non-adopting school teachers, and a total of 2,203 responses are analyzed via descriptive statistics, independent t-test and one-way ANOVA. The findings show that teachers highly agree that the FLSP increase their workload and it is statistically significant different by school types. Teachers report that the heaviest workload is ‘administrative duty’ and the workload showed statistically significant differences based on school types. Among teachers at pilot schools, female teachers, department heads and homeroom teachers, teachers with in-service education on FLSP perceive that their workload is heavier than their counterpart. Based on the findings, policy recommendations for the successful implementation of a new education policy are suggested.
