Since 2011, Statistics Korea have surveyed the public’s awareness of government’s environmental policies and status of green life action trends by every two years, This research is based on Statistics Korea's data and it looks at the cause-and-effect relationship for the public’s awareness of the six major environmental policies: Carbon Point System, Carbon Footprint System, Energy Efficiency Grade Symbol System, Peak Electricity Time Zone System, Eco Symbol System, Volume-rate Food Waste Disposal System, and green life practice and it proposes what policy measures must be in place. Research results show that public awareness and green lifestyle practice have significant effect to each other. Peak Electricity Time zone system and Volume-rate Food Waste Disposal System showed a high level for both awareness and green life practice. On the other hand, Carbon Point System and Eco Symbol System showed low level of public awareness but showed a positive effect on green life practice. Carbon Footprint System showed had low awareness and negative causal relationship. Energy Efficiency Grade Symbol System had no causal relationship. In order to improve the efficiency of government’s environmental policies and expand green consumers first require the need to create a wide communication channel with consumers. Consumer participation begins from understanding the awareness of policies. Therefore, when Statistics Korea conducts a green life practice survey, there should be a question asking how the public became aware of each of the policies. By verifying this you are able to verify the communication channel. Second, Carbon Footprint System should be compensated not only to firms but to consumers as well. Through this active policy implementation, it will increase awareness and low carbon product supply. Third, implementation of the integrated Carbon Point System (Carbon Credit System) linked with emission trading. This system provides CER (Certified Emission Reduction) credits gained by consumers who purchase low carbon products which then can be used in the CER exchange/trade center. This in macroscopic view will be an effective way to inform the public about what the government is pushing for, the Non-ETS (non-industrial sectors).
