서울시 공공관리 패러다임 변화 분석: - 신공공관리/후기신공공관리적 가치를 중심으로 -

초록

New Public Management, which has functioned as the dominant managerial paradigm since the 1980s, has faced various criticism and empirical failures since the 2000s. As a paradigm to replace NPM, Post-NPM that emphasizes cooperative governance has emerged. This study analyzed the congruence between policy ideas (i.e, orientation) and policy (i.e, tool) in three Mayors of Seoul Metropolitan City, which are important factors in bringing about desirable policy effects, focusing on NPM and post-NPM values. While policy ideas and policies of Mayor Lee and Park are congruent, Mayor Oh showed less congruence between the two. In detail, 1) Mayor Lee showed both the policy idea and policy project as NPM, 2) Mayor Park showed both the policy idea and policy project as post-NPM, and 3) on the other hand, Mayor Oh showed the lowest consistency as he showed a NPM aspect in policy projects, unlike the post-NPM in policy ideas.
