플랫폼 노동자는 어떻게 연대하고 조직하는가-독일 배달노동자 조직 4개 사례 비교연구와 실천적 함의-

초록

Platform workers have weak market power and insufficient institutional protection, but unlike traditional workers who shared the physical space of work and residence, the platform works are both spatially and temporally fragmented, such that it is an urgent task to find new alternatives to build up solidarity and organization. This study investigated the German case in which platform workers are actively organized, especially the delivery workers in respect of their motivation to solidarity, strategies and resource mobilization, types of organizations established, and changes in labor conditions and power resources after organization. The results of the study are as follows. First, workers began to unite as they experienced sudden layoffs, unfair cost transfers, and poor treatment. Second, the online communication space and offline communities contributed as micro-mobilization bases and the workers cooperated with diverse types of existing workers’ organizations, Third, workers took a dual strategy of trying to negotiate with the company using labor dispute and pressuring the company by collective campaigns. The media attention was a key resource that contributed to pressuring the corporate image and encouraging solidarity of the public and political parties. Fourth, the four cases created organizations in different ways, including joining the German Confederation of Trade Unions (DGB); solidarity with the free workers union (FAU); establishing a corporate council; or building a cooperative.
