Decentralization of Social Services and Care Management Systems : A Comparative Focus on Sweden and the United Kingdom

초록

This study compares the care management systems of Sweden and the United Kingdom to analyze the institutional foundations and operational mechanisms through which decentralization in social services is realized, and to derive institutional implications for Korea’s Integrated Community Care policy. Social service decentralization is understood not merely as the transfer of authority, but as a process of redesigning policy decision-making structures and redistributing responsibility to enhance administrative efficiency and local responsiveness. Effective decentralization requires a balanced interplay among local government autonomy, appropriate central oversight, and the discretionary judgment of professionals. Viewing care management as a core mechanism that mediates this balance, the study conducts a comparative analysis of the two countries across five key dimensions: (1) institutional and administrative authority structures, (2) fiscal and budgetary autonomy, (3) assessment and decision-making authority, (4) care managers’ professional capacity and working conditions, and (5) accountability and performance management.
