국민기초생활보장제도 개혁방안으로서 ‘서울형 기초보장제도’의 의의와 한계

초록

The purpose of this paper is to contribute to improvement of National Basic Livelihood Security(NBLS) scheme by analyzing the structure of Seoul-Type Basic Livelihood Security systematically and discussing its achievements and limitations. To theses ends, this study compared the reformation plan of central government for customized benefit systems with the Seoul-type program, thereby determining structural features of the program, and examined its performances and tasks through in-depth interviews with some officials who practice the program in the fields. Seoul-type program has different structure in contrast with the present scheme and the reformation plan as it relaxes the selection criteria of family support obligation rule and the methods for converting assets into incomes, and in this respect, it can be regarded as a significant contribution to, to some extent, solving the problem of excluded people from the public assistance system and guaranteeing the minimum standards of living for those in poverty. However, it still has some limitations, so it is necessary to discuss to find a way for the fundamental countermeasures.
