초록

Regulation is the most important policy tool of the government. However, traditional regulation was impeding the economy by inefficient command and control methods. Therefore, the first stage of regulatory reform was "deregulation." But the efforts of deregulation was only partially successful, and even brought about financial crisis in U.S.A., England, and Chile in late 1980s and early 1990s. Deregulation gave way in the 1980s and 1990s to regulatory and management reform; better regulation. Better regulation encourages stakeholders' participation and collaboration in regulatory process. It also allows the regulatee to develop their own ways of meeting regulatory requirements. The studies on better regulation have developed series of alternatives to state-imposed regulation. Regulatory service delivery system is focused by better regulation research group recently. These regulatory reform efforts will encourage transparency, automaticity, and flexibility of regulatory process.
