Changes in Japan’s Cyber Security Strategy : Securitization of Cyber Security and Cyber Securitization of Traditional Security

초록

Japan’s cyber security strategy entered into a new stage by enacting cyber security basic act in 2014, which stipulates the new direction of cyber security policy. This study attempts to explore the evolution of Japan’s cyber security strategy in terms of the relations between traditional security and cyber security. For this, I draw on concepts such as ‘securitization of cyber security’ and ‘cyber securitization of traditional security.’ Traditional securitization of cyber security occurs when the government and other key players do not approach cyber security related issues not just in terms of issues of cyber space or economic costs and benefits, but in terms of the broader military security perspectives. By contrast, cyber securitization of traditional security implies that they attempt to turn traditional military securitiy issues into cyber security related issues and take advantage of cyber security as a means to military security goals. While traditional securitization of cyber security has to do with perception changes by the Japanese government that focuses on security threats potentially arising from cyber threats. cyber securitization of traditional security takes place as the Abe government tries to link cyber security related issues to national security strategy.
