This paper is written to find out the tendencies of the two books through the process of comparing Shiji and Hanshu with respect to upright official and cruel officials. Simaqian selected and described only a few anecdotes to express his view of upright official in Shunriliezhuan. In this part, Simaqian presented a desirable form of management to cruel officials. Shiji shunliliezhuan and Shiji kuliliezhauan are complementary. Whereas Simaqian said in Shiji kuliliezhauan that it was the emperor’s responsibility, Bangu regarded this as a personal matter. Bangu showed respect for the Han Dynasty in common in Shunlizhuan and Kulizhuan.
