지방자치단체 인력 규모와 정치적 요인 간 연관성에 관한 연구

초록

Prior studies have investigated the association between the workforce sizes of local governments and various administrative demand-sided factors, but the association with political factors has been relatively ignored yet. This study attempts to fill this knowledge gap at least partially by using two political factors of local government leaders’ political ideology and election cycles, along with the 2009-2020 data of 226 lower-rank local governments. As the analysis results, the local governments with conservative leaders tended to have a smaller size of the workforce than those with progressive leaders. In addition, all the local governments statistically significantly increased the workforce sizes in the second years after the elections. However, in the third years after the elections or just the years before the next elections, the local governments of the progressive leaders kept increasing the workforce sizes, while those with the conservative leaders rather shrank their workforce.
