The academic depth of the Lee-ik not only represents the ideology of the time he lived, but also influences later generations to form a school of study called Seong Hohaktong. This research is focused on the realistic situations of administrative system that Lee-ik often mentioned in his writings. This is because metaphysical thoughts and academic theory are also realistic projections. His local administrative policy was examined based on the administrative characteristics of where Lee-ik lived and his perspective on the local governor system. Since the geographical characteristics, administrative districts, and local administrative policy had phenomenal characteristics, it was possible to trace the experience and thought process of Lee-ik. Seonggot-myeon, where Lee-ik lived, belonged to Gwangju, but it was surrounded by Ansan districts. As Gwangju was located inland, part of it had to be stretched about 40 kilometers into Ansan to gain access to coastal area. While living in this area, Lee-ik realized that the most important principle in administrative organization is the convenience of the people. One of his theory, district merger, where he claims that if a county is located further than 20 kilometers from the central area of local administrative district should be reorganized into closer local administrative district shows his experience in such area. Lee-ik saw the district leader as the king's agent closest to the people. As this is an important position, based on his extensive knowledge of the appearance system of now and old times, Lee-ik proposed various measures to extend the district leader’s term of office. Lee-ik confirmed that about half of the Gwangju leaders were Gangwan, and that the average term of office was about 11 months in Gwangju compared to about 23 months in Ansan, which was much shorter than the term prescribed by law. Interestingly, Lee-ik took into account the fact that the the district leader was often replaced in Ansan due to illness from a seaside area. Lee-ik suggested a solution for this by referring to Western science books to increase the average term of the district leader.
