온라인 통신서비스무역과 한미 FTA협상 : 규제현안 및 대응방향

초록

Like other services trade, trade in telecommunication services has been facilitated mainly via a mode of commercial presence. However, the importance of another mode, so-called, cross-border supply has grown in trade in telecommunication services in accordance with the development of IT technologies. In particular, as foreign services suppliers in their territories can directly provide domestic end-users with telecommunication services through Internet protocol, the possibility is getting higher that it may not only undermine domestic market base but also weaken regulatory autonomy. In this context, it is a key concern that Korea continues to keep its existing restrictions on the cross-border supply of telecommunications services in the Korea-US FTA that has the view of expanding free on-line trade in telecommunication services. Nonetheless, we witness the lack of research on the background and nature of Korea’s current regulatory measures on the cross-border supply of telecommunication services. With this motivation, this paper seeks to analyze desirable strategic position on the cross-border supply of telecommunication services in the Korea-US FTA negotiations. taking account of the discussions made in the WTO and relevant contents of US’ FTAs to date.
