AI의 윤리적 쟁점과 시민 AI 리터러시 교육 사례 분석

This study explores directions for developing citizens’ competencies by analyzing cases of citizen-oriented AI literacy education, drawing on academic discourse concerning ethical issues in AI and AI literacy. To this end, the concept and components of AI literacy were discussed, the ethical issues of AI were categorized, and the civic AI literacy framework was reorganized to analyze the cases and characteristics of civic AI literacy education in domestic public institutions. The analysis revealed the following: First, ethical issues in AI identified in academic discourse fall into three categories—issues related to AI technology ethics, sociocultural ethical issues arising from AI technologies, and issues concerning AI ethical norms and education. Second, by synthesizing relevant academic literature based on the AI literacy competency framework proposed by Kong et al. (2023) —which encompasses cognitive, metacognitive, affective, and social dimensions—this study reconstructs the framework into four specific dimensions: knowledge, application, affective, and social. Finally, applying this analytical framework to AI literacy education and activity cases from media-related public institutions showed that most initiatives focused on the cognitive and practical dimensions, while the affective and social dimensions appeared only in a few institutions. The significance of this study lies in shedding light on the current state of AI literacy education for citizens in public institutions and analyzing competency development cases in citizen AI literacy education.
