초록
This study applies both the conceptual frameworks of the welfare state and the guarantee state to sports policy in order to examine the policy orientations and directions of various government sports policies from two similar yet distinct conceptual frameworks. Through this approach, government sports policies—stemming from the differences in the perspectives of the welfare state and the guarantee state—were compared to analyze their differences and similarities and to draw conclusions. First, for sports policy to transition from a state-led welfare state model to a guarantee state model characterized by private initiative and state management, it is necessary to devise a systematic management plan that ensures balanced national public regulation and to establish regulatory measures to prevent issues of equity and fairness. Second, it is imperative to foster an equitable sports culture through a shift toward a public-private partnership (PPP) approach. Overall, to achieve a sports guarantee state, it is essential to develop a sustainable sports policy strategy by continuously discussing and introducing a cooperative model between the government and the private sector, actively incorporating public demands, and subsequently establishing a robust policy planning and evaluation system.
