정부조직법 개편의 비교를 통해서 본 축적부재의 한국 대통령제

초록

This article regards the presidential politics without inter-presidential continuity as one of the gravest challenges the current Korean presidentialism faces. To explore into this endemic problem of Korean presidentialsim, this article compares the first Administrative Reorganization Acts of each of the new Administrations since the 1987 democratization with the last ones of the its immediately previous Administration. This article finds that there has been the attempts by the new president to “undo,“ or differentiate itself from, the policies pursued by its previous president, and that the motivation would be stronger when the Administration changes took place between the parties with different political ideologies, and when there was a series of sustained intra-party feud between the outgoing president and the incoming one even within the same party.
