초록

The purpose of this study is to explore specific measures to effectively respond to safety accidents in order to utilize school sports facilities as public facilities. To achieve the purpose of the study, 12 panelists were selected for expert councils and Delphi surveys. Frequency analysis and ICC(intraclass correlation coefficients) analysis were conducted using the SPSS program to verify the appropriateness of the collected data. As a result, 5 main factors, 12 sub-factors and 47 detailed items were derived with ICC analysis’s score over .6. Specifically, the first main factor was the facility safety system and it divided into sub-factors such as facility management and emergency facility management. And 5 detailed items for facility management and 3 detailed items for emergency facility management were conducted. The second main factor was the administrative safety system and it divided into control management, safety responsibility plan and complaint response plan. And 5 detailed items for control management, 6 detailed items for safety responsibility plan and 4 safety responsibility plan for complaint response plan were conducted. The third main factor was the emergency safety system and it divided into security, firefighting and mutual cooperation plan. And 3 detailed items for security, 2 detailed items for firefighting and 2 detailed items for mutual cooperation plan. The fourth main factor was the manager’s safety system and it divided into management will and safety accident interest. And 5 detailed items for management will and 4 detailed items for manager’s safety system. The fifth main factor was the user safety system and it divided into community consciousness and compliance consciousness. And 4 detailed items for community consciousness and 4 detailed items for compliance consciousness.
