국립산림과학원과 국립수산과학원 법인화에 있어서의 비용-편익분석과 정책적 의미

초록

This study examines some arguments on incorporation of Korea Forest Research Institute and National Fisheries Research & Development Institute, and their policy implications. It analyzes the benefit and cost in the process of incorporation of the two institutes by comparing the present value and the future value after the incorporation of the two institutes. In the cost-benefit analysis, the most controversial issues of several negative outcomes of incorporation are considered by assuming ① no employee cut, ② increase of employee's salary and working expenses, and ③ maintaining the public function of the two institutes after the incorporation, because it is reasonable to consider the opponent's opinion against the incorporation of the two institutes. We set two scenarios for the cost-benefit analysis : current status (alternative 1) and future status after the incorporation (alternative 2). Based upon the Net Present Values (NPV) from assessing future cash flows with appropriate discount rates, NPV of incorporation (alternative 2) is higher than that of current status (alternative 1). We hope this research would be considered as a reference to discuss the incorporation of the two institutes and other public companies.
