유럽의 지방소비자정책 추진체계 고찰: 독일과 영국을 중심으로

As consumer policy paradigm shifted in 2006, the revision of the Consumer Basic Law was conducted and this has also affected local consumer policy and administration. In 2008, the general coordination authority of consumer policy was transferred from the Ministry of Finance and Economy to the Fair Trade Commission. In addition to the Consumer Center in each metropolitan city that played a central role in local consumer administration, the Fair Trade Commission Regional Office and the Korea Consumer Agency Regional Headquarters provide services to local consumers. However, the subject of local consumer policy is unclear. in the mix of administrative organization. It is doubtful whether functions such as establishment of systematic local consumer policy and enforcement of policies are operating systematically. In addition, it appears that the role and authority of each subject overlap in the consumer policy system. Within this context, the purpose of this study is to explore the development direction of local consumer administration and consumer policy system in our country by finding out how the local consumer administration and policy system in Europe is conducted. This research analyzed the current state and characteristics of local consumer policy by selecting Germany and UK, the leading European countries among European countries. The results of the analysis showed that the two countries had a dual system of separating the law enactment and the law enforcement. And both countries have adopted a decentralized system for each sector of consumer policy. The Consumer Advice Center in Germany and the Citizens Advice Center in the UK are responsible for the most basic levels of consumer counseling such as providing relevant information. These centers were installed at the level of each local autonomous entity on a regional basis. Both countries were supporting consumers through non-governmental consumer organizations. These consumer organizations generally dealt with consumer issues in all areas and it is evaluated that these organizations are playing a role of a window of government's policy enforcement for consumers.
