2010-2020년 아동보육 실태와 변화 양상: 인구주택총조사 자료를 중심으로

This study conducts a time-series analysis of changes in childcare arrangements from 2010 to 2020, covering the period of childcare service expansion and the COVID-19 pandemic, using microdata from the 10% (2010) and 20% (2015 and 2020) Population and Housing Census sample surveys. The analysis proceeds in two stages. First, the study descriptively analyzes the status and changing trends of childcare. Second, it identifies the determinants of childcare arrangements by examining the effects of household characteristics and region on actual care type using logistic regression analysis. The results indicate that childcare arrangements, which had been shifting toward public childcare between 2010 and 2015, shifted back toward family-centered care in 2020. The magnitude of this shift varied by parental educational attainment, economic activity status, number of children per household, and parental age. These findings highlight the impact of childcare policy changes and the COVID-19 pandemic on childcare arrangements, as well as the disparities based on household characteristics, underscoring the need for targeted policy interventions addressing specific household needs.
