Preparing, Selecting, and Evaluating American Superintendents: Realities and Implications

초록

Since the reform of the Office of Education in 2010, the leadership of superintendents has become an important topic in Korea. The purpose of the study is to analyze the realities of American superintendents to draw implications for Korea. Those policies guiding the employment of American superintendents are analyzed through the stages of pre-service, selection, and in-service. Analyses show that American superintendents have to complete professional pre-service programs leading them to acquiring superintendent license. Second, American superintendents are selected through open and competitive measures, which includes candidate search, interview, and open forum to examine the qualification and competency of the candidates. Transparency and objectivity, as well as citizen participation are major values sought by the Board of Education during the selection process. Finally, American superintendents tend to serve an average of 5 years in one school district up to a total of 17~18 years in three school districts. Their performance level is evaluated on a regular basis, which is intended to promote professional growth along with accountability. Based on the findings, a few policy implications were drawn, which could provide lessons for the reform of superintendent employment policy in Korea.
