화재안전조사 운영실태분석 및 ICT 기반 고도화 방안 연구 - 서울특별시 소방공무원 포커스 그룹 인터뷰(FGI)를 중심으로 -

초록

This study aims to explore the operational status and structural challenges experienced in the field by fire officials in charge of fire safety inspections since the enforcement of the "Act on Fire Prevention and Safety Management"(hereinafter referred to as the Fire Prevention Act) in December 2022, and to derive advancement measures based on ICT convergence. As for the research methodology, Focus Group Interviews(FGIs) were conducted(from April 17 to May 19, 2026) with 22 fire officials responsible for fire safety inspections at three fire station(G, Y, and M) in Seoul Metropolitan City. The participants were divided into a chief group(Group A, n=11) and a member group(Group B, n=11). Data analysis concurrently applied Braun & Clarke’s(2006) thematic analysis and FGI utterance frequency analysis. Inter-coder reliability was secured at a high level with a Cohen's kappa of 0.87. Written informed consent was obtained from all participants in this study. The frequency analysis revealed the following core common issues: ① administrative workload overload(100.0%), ② lack of consistency in inspection results(95.5%), ③ existence of inspection blind spots(95.5%), ④ demand for ICT/AI-based advancement(95.5%), and ⑤ manpower shortage(95.5%). The perceptual differences between Group A(chiefs) and Group B(members) are interpreted through Lipsky’s(1980) Street-Level Bureaucracy theory. As ICT-based advancement measures, this study proposes: ① a Random Forest and GIS-based AI fire risk prediction algorithm, ② a VR/AR-based virtual training system, and ③ a mobile real-time data sharing platform. Concurrently, short-, medium-, and long-term technology implementation roadmaps are presented.
