금융화된 가족 만들기 기획으로서 신혼부부 대상 주거정책에 대한 신제도주의 분석

A New Institutionalist Analysis on the Housing Policy for Newlyweds as a Project for Financialized Family Building in Korea

초록

This study aims to analyze the historical changes in housing policy for newlyweds and the context in which the policy has been hard to tackle the low birthrate, taking an approach of new institutionalism. The major results of the study are as follows. First, the current housing policy for newlyweds has formed on the historical trajectory in which housing policy has transformed into a complex combined with population policies such as family planning projects and the Basic Plan for a Low Birth Rate and Aging Society. Second, the housing policy for newlywed couples expanded under the Moon Jae-in and the Yoon Seok-youl governments is premised on normal family ideal in that marriage and childbirth are key requirements for housing support. Third, under the Moon Jae-in and the Yoon Seok-youl governments, the housing policy for newlywed couples has been transformed into a ‘financialized family building’ plan, more strongly linked to low-interest loan policies than to the supply of public rental housing. It is because the housing policy for newlywed couples is confined to constraints of Korean housing system, in which consist of owner-occupation with high asset value and socially vulnerable private rental housing. In conclusion, the study calls for reviewing housing policy and low fertility policy, stressing that housing policy premised on normal family ideals cannot be an alternative to tackle low birthrate.
