한국의 행정학과 정책학의 학문적 특성 비교: 한국행정학보와 한국정책학회보의 주제어를 중심으로

‘Public administration’ and ‘policy sciences’, which were formed to reduce the influences of political power in administrative actions and policy processes, have recently gone beyond the public management approach and reconsidered the relationship with democracy. However, it is difficult to identify the unique characteristics of the two fields. Public administration seems to encompass policy sciences in Korea. This study aims to identify the similarities and differences in the research areas between public administration and policy sciences. The keywords published in the ‘Korean Public Administration Review’ and the ‘Korea Association for Policy Studies’ were compared and analyzed. As a result of the analysis, both of them focused their research on public values, governance, new public management, and methodologies. However, differences in major research subjects appeared in that public administration deals with bureaucracy and public management, and policy sciences handle with post-positivism policy theory, policy problem definition, and policy process. Comparing the changes in research topics in the 2000s and 2010s, it is confirmed that the new public management approach was shifted to the post new public management discussions. In public administration, research on organizational theory and bureaucracy continued for 20 years. In policy sciences, it has been observed that empirical studies that applied new methodologies and discussions trying to understand policy contexts. Even most researchers have shown a tendency to submit papers that reveal a unique academic identity. In short, both public administration and policy sciences are similar in their pursuit of public values, but their theoretical perspective (focus) and research subjects are different. In order to solve social problems, it is necessary to make an effort to come up with highly effective alternatives by complementing the knowledge derived from the two fields.
