한국 미술관정책의 현황과 과제: 조직과 법제를 중심으로

According to data from National Statistical Office (NSO), the total numbers of the registered ‘museums and art museums’ in Korea is 916 as of December 2012, and among them, museums are 743 and art museums are 173. Considering that the average number of increasing museums has been over 50 each year since 2000, the registered number of museums in Korea as October 2013 when I am writing this paper seems to reach 1,000. The museums in Korea are under sudden increase which hasn't ever been found in the wolde. Despite such rapid change of environment, however, there is constant criticism that legislators and administrative systems related with museums are still in their infancy almost over 30 years. The number of Museums is increasing, but expertise and independence of agencies taking change of the policy are still far-of. The Promotion Law for Museums and Art Museums, as a related regulation, cannot escape from conceptual errors. If the main agent of museum policies is the government, and the grounds for promotion of its policies are legislations, then it's necessary to make continuous efforts to examine present situations surrounding the departments in chang of the government policy and related regulations, and derive problems to propose alternatives. This paper focuses on two topics: organizations for museum policies and legislations in Korea. In current situation in which the founding of the new government goes through trials and errors, ‘the Department of Museum policy’, which was recently established, should be reorganized as the integrated department which encompasses museum policies including ones for art museums in Korea as a whole and is consistent in promoting the policies. Also, ‘the Promotion Law for Museum and art Museums’ which increases conceptual contradiction and problem in practice must be revisd first. Thus, we must first look domestic and overseas realities that art museums among museums receives attention as the darling of the modern art culture in the face.
