ICT 융합 산업의 기술혁신과 규제갈등 사례 연구

초록

With the entry into the knowledge-based society, the voices of the transition to a leading-edge, innovative industrial structure that fosters new markets and creative talent are increasing. The ICT convergence industry is expected to play a role as a new growth engine by combining innovative technologies and new business models in the process of restructuring the industrial structure. However, Korean regulatory system does not support the role of ICT convergence industry in sustainable economic growth, even rather, it serves as an impediment to industrial development. This study presents the causal relationship between the regulation and the investment and growth of the ICT convergence industry. It also classifies the types of existing ICT convergence regulations and points out the problems of the current regulatory framework for developing ICT convergence industries. In addition, from qualitative analysis using causal loop diagram and stock-flow diagram, this study draws the policy implication on the way of improvement of regulatory regime in each case. The results of this study suggests the direction of appropriate regulatory system in line with the development of various ICT convergence industries and business models.
