비영리 공동모금재단 책임성에 관한 시론적 연구: 공동모금재단 책임성 모형개발과 공동모금회/대한적십자사 사례비교를 중심으로

초록

A role of charity federations is to encourage nonprofits to improve their capability to deliver social services by providing tangible and/or intangible supports. In order to play this role, charity federations collect donations on behalf of small nonprofits. Surprisingly enough, few studies have touched accountability issue of charity federations in Korea. As a preliminary approach to research accountability of charity federations in Korea, this study aims, first, to develop the theoretical model of accountability to diagnose charity federations in Korea. Secondly, the study conducted a comparative case study using the two biggest charity federations in Korea – Community Chest of Korean and Korean Red Cross. While CCK is accountable to internal organization and its beneficiaries (i.e. professional accountability), KRC is mostly accountable to government(i.e. compliance accountability). On the basis of the case study, this study presents various policy suggestions for the improvement of charity federations in Korea.
