A Case Study on the Operation of Collaborative Governance in the Youth Participation Committee

초록

The purpose of this study is to analyze the operation of collaborative governance within the Youth Participation Committee, based on the model proposed by Ansell and Gash(2008). A case study was conducted on the 11th Seoul Children and Youth Participation Committee in 2023, employing focus group interviews (FGIs) and content analysis. Three key findings emerged. First, although stakeholders initially held divergent perceptions of their goals, collaboration was initiated through the complementary mobilization of resources. Participation was driven by prior experiences and expectations of interpersonal exchange. Second, while the institutional design ensured a certain level of inclusiveness and procedural transparency, these principles were not sufficiently implemented in practice. Nevertheless, the intermediary leadership of the operating agency played a crucial role in facilitating communication, and participants fostered trust and sustained interaction through diverse activities. Third, after the formal process concluded, some policy proposals were partially adopted into municipal governance, accompanied by positive developments such as enhanced individual competencies and new networks. Based on these findings, this study proposes strengthening institutional foundations through revising local ordinances, expanding localized in-service training for youth workers, and developing practical implementation guidelines.
