Political Economy of Aid Harmonization: Delegated Cooperation of the Nordic Plus Group

초록

This study aims to explain how and why donor countries determine the level and scope of cooperation by examining the case of the Nordic Plus. By focusing on delegated cooperation implemented by the Nordic Plus countries, it explores the way in which Nordic Plus countries designed and implemented aid harmonization as well as its contributions and limitations. The case of delegated cooperation shows why Northern European countries could exercise leadership in the international community of development cooperation. That is, they set a good example as they could successfully specify principles, rules, and procedures to alleviate the problems arising from aid fragmentation. Northern European countries could carry out delegated cooperation within the framework of the Nordic Plus because they share development cooperation paradigm to avoid principal-agent problems. This study analyzes the cases of Malawi and Mali to demonstrate how Nordic Plus countries could realize the scale and scope of economies, enhance comparative advantages, reduce transaction costs, and improve alignment with recipient countries’ policies.
