Structural Relationships among Empowering Leadership, Employee Experience, Meaningful Work, and Employee Engagement: A Study of Seoul Metropolitan Government Officials

This study examines the structural relationships among empowering leadership, employee experience, meaningful work, and employee engagement in public organizations. To address rising turnover intentions among public officials, a survey of 2,000 Seoul Metropolitan Government employees was conducted, and structural equation modeling was performed using SPSS 24.0 and AMOS 23.0 with 1,132 valid responses. Results showed that empowering leadership significantly influences employee engagement, with employee experience serving as a positive mediator. While meaningful work did not show a significant mediating role, its indirect effect emerged when employee experience was included. Moreover, employee experience and meaningful work sequentially mediated the leadership–engagement relationship. These findings highlight that, amid hyper-personalization and the growing MZ generation, empowering leadership, together with employee experience and meaningful work, is critical to fostering engagement as public organizations move toward more horizontal, autonomous cultures.
