한국 국제문화교류 정책의 집행구조 연구- 한‧이집트 수교 30주년 기념행사를 중심으로

This study aims to examine how the implementation structure of Korea’s international cultural exchange policy overcomes the limitations of traditional models and evolves toward collaborative governance. By analyzing previous international cultural exchange projects, the research identifies the shortcomings of government-led approaches―particularly their one-off and unidirectional nature―and explores the potential of collaborative governance as a hybrid model that combines the top-down decision- making of policies and budgets by the government with the creativity and expertise of the private sector. As a case study, the symposium commemorating the 30th anniversary of diplomatic relations between Korea and Egypt was selected, applying a qualitative methodology based on the policy network model. The researcher’s insider perspective, gained through direct participation in the event, offers a unique foundation for analyzing interactions among actors that cannot be fully understood through official documents alone. The findings indicate that the project successfully established a collaborative partnership among government, cultural markets, and civil society. In particular, the “Cairo Arts Declaration,” initiated through the voluntary participation of Korean and Egyptian artists, demonstrated the potential for a sustainable cultural platform beyond a one-time event and contributed to enhancing the qualitative dimension of the project. In conclusion, the study suggests that the advancement of Korea’s international cultural exchange requires the government to shift its role toward that of a coordinator and facilitator, while respecting the creativity and expertise of the private sector in order to pursue a collaborative governance approach.
