Labor-Business Involvement in Government Policy-Implementation in Korea

초록

Since the political democratization of 1987, representatives of labor unions and business in Korea have been increasingly involved in the government's policy-implementation. In Western advanced countries. joint labor-business policy-involvement guarantees the democratic and efficient adminstration of labor market and social welfare policy and help labor relations more stabilized. In contrast, labor-business involvement in Korea has a institutional shaping, but its substantial level of joint policy-adminstration by the two parties is still very poor. This is mainly attributed to the consultative nature of policy-involvement, lack of organizational represenation and policy expertise, and government bureauctrats' authoritarian attitude. Labor-business invlovement in policy-implementation contributes not only to the advancement of industrial democracy and social partnership, but also effective adminstration of labor welfare system. In this light, this study suggests the further substantiation of labor-business involvement in the policy-implementation by strengthening joint operation of policy-implementing organs, enhancing representational expertise, and advancing adminstrative rules governing the joint policy body.
