군인적자원개발정책 추진과정 분석 및 의의 고찰

초록

The purpose of this study is to review the process of implementation and the significance of MHRD policy since 2001. Using the strategic thinking model of Mintzberg, the results of this study are as follows. ①The NHRD basic plan promoted the MHRD policy, ②The goal of MHRD policy is to contribute to the NHRD. ③The domains of MHRD were identified as organization development(OD), individual development(ID) and career development(CD), and ID and CD are recently put on the emphasis. ④The MHRD since 2001 can be divided into three distinct stages; beginning stage, growing stage and stabilizing stage. This process took place in alignment with the change of an organization. ⑤The MHRD policy was implemented under cooperation with other institutions, i.e., the department of education, private related institutions, and etc. ⑥The MHRD policy has been developed for the groups of officers, noncommissioned officers & the ranks, and the policy for the ranks is lately strengthened. The following longitudinal study was suggested for future strategies.
