Effects of the extension of the statutory retirement age in 2013 on employment

초록

Employing the “Workplace Panel Survey” data of the Korea Labor Institute, this paper estimates employment effects of the extension of the statutory retirement age implemented by the revision of the Elderly Employment Act in 2013. Estimation results suggest that the extension of the retirement age to 60 decreased the total employment in the affected establishments. A one more worker over the age of 50 in an establishment before the extension leads to an 0.19 lower total employment in that establishment in 2017(the post-extension period). Such a decrease in employment is mainly explained by a decrease in the employment size of regular workers and workers at higher positions. This suggests that the extension of the statutory retirement age mainly reduced the employment of middle-aged workers, who are likely to substitute for older workers. The effect of the extension of the statutory retirement age on youth employment is, however, not statistically significant.
